63N-24-509. Application -- Retroactivity.
(1) The provisions of, apply to any claim for which a court of competent jurisdiction has not issued a final unappealable judgment or order.
(2) The Legislature finds that the provisions of: do not enlarge, eliminate, or destroy vested rights; and clarify application of the law.
