No insurer whose certificate of authority has been suspended, revoked, or refused shall subsequently be authorized unless the grounds for such suspension, revocation, or refusal no longer exist and the insurer is otherwise fully qualified.[1947 c 79 s .05.17; Rem. Supp. 1947 s 45.05.17.]
