council shall have power by ordinance to revise, repeal, or change such appropriations and to make additional appropriations. (2) Any city work done under the direction of commissions appointed by the state shall continue to be done in the manner prescribed by law prior to the reorganization of such city under ss. 64.01 to 64.15.
