Grounds for denying certification of initiative or referendum application. (a) The secretary of state shall deny certification of a referendum application if he determines that: (i) The committee of applicants failed to submit a sufficient number of qualified registered voters as sponsors; (ii) The application is not substantially in the required form; or (iii) More than ninety (90) days have expired since the adjournment of the legislative session at which the act being referred was passed.
