AT&T won the FirstNet contract in March 2017, committing to deploy and operate a 700 MHz LTE/5G broadband network for public safety across the US for 25 years. FirstNet is complementary (not competing) infrastructure to P25 LMR: P25 handles voice/dispatch on traditional LMR spectrum; FirstNet provides data, video, and multimedia on 700 MHz Band 14. AT&T operates the FirstNet public safety broadband network on the same physical tower and antenna infrastructure as its commercial consumer wireless network — they share spectrum assets (Band 14 is dedicated FirstNet; other bands are commercial) but the same antenna, backhaul, and tower infrastructure. During a major emergency, FirstNet first responder traffic gets preemption priority over consumer traffic on shared towers. This means the system maintaining a civilian's Instagram video during a wildfire and the system maintaining a firefighter's CAD (computer-aided dispatch) data terminal communication share the same AT&T tower, same backhaul fiber, and same network operations center — with the emergency preemption system determining priority. Consumer wireless reliability and emergency response communications reliability are co-located risks at every AT&T tower site.

AT&T traces to the American Telephone and Telegraph Company formed in 1885 to manage Alexander Graham Bell's telephone patents. The 1984 Bell System breakup (consent decree) split AT&T into the long-distance company and seven "Baby Bell" regional telephone companies. AT&T was subsequently reconstituted through SBC Communications's 2005 acquisition of AT&T (and BellSouth in 2006), adopting the AT&T brand name while being operationally SBC. The FirstNet mandate came from Congress in 2012 (Middle Class Tax Relief and Job Creation Act), following the 9/11 communication failures where firefighters and police couldn't talk to each other. AT&T won the FirstNet contract in 2017, agreeing to build and operate the nationwide public safety broadband network over 25 years.
