Denver Water was created in 1918 by consolidating six private water companies that had built competing and overlapping distribution systems across Denver. The immediate problem the consolidation solved was pressure: private systems optimized for revenue, not coverage, leaving parts of the city with inadequate firefighting water pressure. The consolidation gave Denver unified control over its water infrastructure — and more importantly, the financial capacity to build transmountain diversions that no private company could have financed. Denver sits on the dry Eastern Slope of the Rockies, in the rain shadow of the Continental Divide; its natural water supply from South Platte tributaries could not sustain the population even in 1918. Denver Water's answer was to drill tunnels under the Continental Divide to steal water from the Western Slope — where precipitation is higher but population lower. The Roberts Tunnel (24.7 miles, completed 1964) was the world's longest water tunnel at construction. Denver Water essentially annexed the hydrological resources of the Western Slope of Colorado to sustain a city on the Eastern Slope — a geographic engineering decision whose downstream consequences play out in every Colorado River shortage determination made today.
