Harita Nickel's Obi Island HPAL plant is the physical instantiation of Indonesia's nickel export ban strategy. In January 2020, Indonesia banned raw nickel ore exports — forcing downstream processing within Indonesia to capture more economic value domestically. Harita partnered with China's Zhejiang Huayou Cobalt to build an HPAL (High Pressure Acid Leach) facility that converts laterite nickel ore into battery-grade nickel sulfate without exporting raw ore. The HPAL process requires high-pressure reactors, concentrated sulfuric acid at elevated temperatures, and sophisticated waste acid recovery systems — industrial technology that Harita did not initially possess. Chinese capital and processing expertise combined with Indonesian nickel resources created the first battery-grade nickel sulfate production in Indonesia. Indonesia's WTO dispute with the EU (over the nickel export ban) was decided in Indonesia's favor on appeal in 2022. Other Indonesian nickel companies (PT Vale, Nickel Industries, Vale Indonesia) have subsequently built or planned similar HPAL facilities following Harita's template, accelerating Indonesia's positioning as the dominant global nickel battery supply chain node.
