NEPG was one of the companies named in the In re Vitamin C Antitrust Litigation in US federal courts, where a jury found in 2013 that Chinese Vitamin C producers had coordinated to fix prices and limit exports to the US; the Second Circuit reversed in 2016, the Supreme Court remanded, and the Second Circuit ruled for plaintiffs in 2021 — the longest-running international antitrust dispute over a commodity vitamin in US legal history.

Northeast Pharmaceutical Group was founded as a state enterprise in Shenyang, Liaoning Province — China's Soviet-era heavy industrial heartland. The "Northeast" in the company name refers to China's Dongbei (Northeast) industrial region, historically the most industrialized part of China due to the Japanese colonial infrastructure built in Manchuria during 1931-1945 and subsequently expanded under Soviet assistance in the 1950s. Liaoning Province hosts many state-controlled industrial enterprises from this era including NEPG, AVIC (aviation), and major steel producers. NEPG developed Vitamin C API manufacturing as China's state pharmaceutical industry built export capability in the 1980s-2000s, aggressively displacing Western Vitamin C producers (Roche, BASF, Merck KGaA) through cost advantages enabled by Chinese state enterprise energy pricing and the absence of environmental compliance costs that burdened Western producers. NEPG was one of the defendants in the prolonged In re Vitamin C Antitrust Litigation (US federal courts, 2005-2021), a case that is arguably the most significant test of whether Chinese state-directed export coordination is exempt from US antitrust law. The case's 16-year duration reflected the genuine legal complexity: Chinese state enterprises implementing Chinese government policy that simultaneously constituted price-fixing conspiracy under US law.
