Omega Protein's Reedville, Virginia reduction plant traces to 1874 — one of the oldest continuously operating industrial fishing facilities in the United States. Menhaden were initially prized for their oil (used as industrial lubricant and lamp oil before petroleum became widely available in the 1860s-1870s) and their protein residue (used as agricultural fertilizer). The Reedville facility was built at the tip of the Northern Neck peninsula precisely for its access to Chesapeake Bay menhaden schools and deepwater port facilities. The modern Omega Protein Corporation traces a surprising corporate genealogy: the company's assets were originally part of Zapata Corporation, a Houston oil company co-founded in 1954 by future US President George H.W. Bush. Zapata diversified into offshore fishing (Zapata Haynie, later Zapata Protein) and eventually the menhaden operations were spun off as Omega Protein in the 1990s, which went public on the NYSE. A George H.W. Bush co-founded oil company is the corporate ancestor of the largest US fish reduction operation. Omega Protein was acquired in 2017 by Cooke Inc., a New Brunswick, Canada salmon farming family that needed in-house omega-3 supply for its salmon feed — completing the supply chain from Gulf of Mexico menhaden catch to Canadian salmon farm to European supermarket salmon fillet.

Omega Protein's menhaden fishing operations in the Chesapeake Bay have been a persistent flashpoint between industrial reduction fisheries and recreational fishing interests. Menhaden are a keystone prey species for striped bass (rockfish), bluefish, osprey, and dolphins in the Chesapeake Bay ecosystem. Omega Protein's large purse seine vessels attracted intense opposition from recreational fishing groups and environmental advocates who argued menhaden overfishing was starving striped bass populations. In 2012, the Atlantic States Marine Fisheries Commission (ASMFC) voted to reduce the menhaden harvest by 25% — the first coast-wide menhaden reduction in decades. Omega Protein's Virginia operations faced additional state-level pressure when Virginia considered banning menhaden purse-seining in state waters. The conflict illustrates the tension between fishmeal production economics and marine ecosystem management: the same fish that supplies omega-3 for pet food and salmon feed is the foundational prey species for East Coast marine predators. After Cooke Inc.'s 2017 acquisition, Omega Protein continued menhaden operations under increased scrutiny.
