    Las Vegas casinos — among the most water-intensive commercial facilities in the US, with their fountains, pools, and hotel operations — consume water that SNWA returns almost entirely to Lake Mead as treated effluent, earning a credit against Nevada's allocation. SNWA recycles approximately 94% of all indoor water use (the water that goes down drains, toilets, and sinks) by treating it at the Southern Nevada Water Recycling Facility and pumping it back into Lake Mead as return flow credits.     The Southern Nevada Water Authority was formed in 1991 when Las Vegas was already the fastest-growing major city in America and its population was projected to triple before the Colorado River could provide any additional water allocation. Nevada's entire allocation — 300,000 acre-feet per year — had been set in 1922 before Las Vegas had significant population. SNWA was created specifically to manage an existential constraint: how do you grow a city of 2+ million in the driest part of North America when your water allocation is fixed? The answer was a combination of recycling, conservation, and engineering investment. SNWA spent $1.4B drilling a third intake tunnel and pumping station designed to extract water from Lake Mead at 895 feet elevation — just above the power intake for Hoover Dam turbines. SNWA built this infrastructure knowing that Lake Mead might fall to the absolute minimum functional level, and they needed to be able to drink the last drop. The fact that Las Vegas exists at its current scale in the Mojave Desert on 300,000 AF/yr is entirely a product of SNWA's institutional engineering over 34 years.
