The real constraint on HEFA sustainable aviation fuel isn't refineries — it's grease. HEFA-SAF is made from waste fats and oils (used cooking oil, tallow, distillers corn oil), and the entire global supply of those is only ~34-42 million tonnes a year — not enough to displace more than a small percentage of jet fuel; analysts peg ~2030 as the point where regulatory SAF quotas exceed what HEFA can physically supply. So World Energy and the whole first-generation SAF industry are capped by a used-cooking-oil/animal-fat chokepoint, competing molecule-for-molecule with renewable diesel and fueling fraud concerns over mislabeled imported feedstock. World Energy's Paramount, California plant (formerly AltAir Fuels) was the world's first commercial-scale sustainable-aviation-fuel facility — a retrofitted petroleum refinery running Honeywell UOP Ecofining technology — and it supplied United's Los Angeles hub for the first regularly scheduled airline flights on SAF in 2016.
