    Xinxing Ductile Iron Pipes traces to Xinxing Corporation, which was originally established as a commercial enterprise of the People's Liberation Army (PLA). China's PLA historically owned and operated large commercial enterprises — steel mills, hotels, pharmaceutical companies, and electronics manufacturers — generating revenue outside the defense budget. Xinxing was one of these PLA commercial enterprises, making iron and steel pipe products from PLA-controlled industrial facilities. In 1998, Chinese Premier Zhu Rongji ordered the PLA to divest its commercial enterprises to reduce corruption and conflicts of interest (military units were using commercial operations to supplement budgets outside civilian oversight). Xinxing transitioned from PLA ownership to civilian state corporate control in the early 2000s while retaining its operations. The company then focused entirely on ductile iron pipe manufacturing, building scale through the 2000s-2010s as China's urbanization required massive expansion of water distribution infrastructure. Xinxing now holds approximately 45% of China's ductile iron pipe market and exports to 120+ countries, including providing the water distribution pipe infrastructure for water supply projects across Africa and the Middle East. A Chinese army commercial enterprise that divested to avoid military corruption now supplies the physical pipe infrastructure for drinking water delivery to hundreds of millions of people globally.
