Summary

If a law that had ended an earlier law is later ended itself, the earlier law does not come back into effect unless the new ending law clearly says the earlier law should be restored.

Whenever an Act is repealed, which repealed a former Act, such former Act shall not thereby be revived, unless it shall be expressly so provided.
