Summary

The Secretary of the Army must keep a system to decide which units from all Army components get priority to deploy. The Secretary must also keep a readiness rating system that shows how ready a unit is to go and what shortages need more resources. The personnel rating must show the percent of needed people who are filled and deployable, fill and deploy rates for critical jobs, and how many are qualified in their main job. The equipment rating must list required gear the unit actually has, note effects of substitutes, and show how missing parts affect major equipment.
