Creates the United States Army Reserve Command as a separate Army command led by the Chief of Army Reserve. The Secretary of the Army must set its chain of command unless the Secretary of Defense decides otherwise. The Secretary of the Army must put all Army Reserve forces in the continental United States under that command, except forces already assigned to the unified combatant command for special operations under section 167. Unless the Secretary of Defense directs otherwise for forces doing duties listed in section 7013, those forces must be assigned to the commander of the United States Atlantic Command.
