The Secretary of the Navy, with the Commandant’s help, must create the Marine Forces Reserve. It is led by the Commander, Marine Forces Reserve, who reports to the Commandant. The Commandant must put Marine Corps Reserve units in the continental U.S. under that command, except units assigned to the special operations combatant command under section 167. Unless the Secretary of Defense directs otherwise for duties under section 8013, those units are assigned to combatant commands through the Marine Corps component commanders.
