Create an Air Force Reserve Command as a separate Air Force command. The Secretary of the Air Force, with help from the Chief of Staff, must set it up. The Chief of Air Force Reserve will lead that command and report directly to the Chief of Staff. All Air Force Reserve forces in the continental United States must be assigned to that command, except forces already assigned to the unified combatant command for special operations forces under section 167. Unless the Secretary of Defense directs otherwise for forces doing duties under section 9013, the Secretary of the Air Force must assign those forces to the combatant commands as the Secretary of Defense specifies.
