The Secretary of Defense may accept unpaid help from reserve officers, except officers of the Army National Guard of the United States or the Air National Guard of the United States, to give advice about the armed forces. A military department secretary may also accept unpaid help from reserve officers under their control to help enroll, organize, and train that reserve component or ROTC, or to give advice about the armed forces.
