The Secretary of Defense, through the Assistant Secretary for Health Affairs, may give temporary TRICARE coverage for a service or supply if it is widely recognized in the United States as safe and effective. In deciding, the Secretary can look at clinical trials, technology reviews, national medical policy groups, professional and expert organizations, and other validated evidence. The Secretary may also ask the Institute of Medicine of the National Academies or another independent group to evaluate the item. Provisional coverage can last no more than five years. Before it ends, the Secretary must decide what coverage will follow and act to put that in place, including recommending needed laws to Congress. The Secretary may end coverage early, set or remove conditions, and must post a public notice on the TRICARE website. Approval or disapproval and those actions are final.
