Uniformed service medical facilities can set aside space for inpatient and outpatient care for people covered by sections 1074(b) and 1076(b). The most space allowed is the larger of: the space needed to support teaching and training of health‑care professionals at the facility, or the space needed to give care to those covered people in the most cost‑effective way. When deciding, the Secretary must consider projected patient loads and the facility’s realistic medical and dental staffing under rules from the Secretary of Defense. For the cost‑effective choice, the Secretary must do an economic analysis (including life‑cycle cost) and look at all reasonable care options, including care under a contract under section 1086 or under part A of title XVIII of the Social Security Act (42 U.S.C. 1395c et seq.).
