The President may, under rules he makes, award the Medal for Merit, a single-grade decoration, to civilians who after September 8, 1939 performed exceptionally meritorious service. It can go to civilians of nations prosecuting the war on July 20, 1942 under the United Nations or to other friendly foreign nations, but foreign civilians qualify only for acts that furthered the United Nations' war effort as then constituted.
