The Secretary of Defense must send Congress the annual defense authorization request within the first 30 days after the President sends the budget to Congress under section 1105 of title 31. The "defense authorization request" is the set of proposals the Secretary asks Congress to pass. It includes authorizations of money (section 114), the number of military personnel (section 115), permission for military construction projects (section 2802), and any other items the Secretary wants in the annual defense authorization bill.
