Boards that decide if an officer must stay on active duty must be made up of officers from that same military service. All board members must be higher than the rank of major or lieutenant commander, and at least one member must be higher than lieutenant colonel or commander. Every board member must be senior in rank to the officers being reviewed. If there are not enough qualified active officers, the Secretary of that military department can add retired officers from the same service, but their retired rank must meet the same grade rules and be senior to the officers under review. No one can sit on more than one board reviewing the same officer. A retired general or flag officer who is brought back to active duty just to serve on a board does not count against the limit on generals and flag officers on active duty.
