Allows the Secretary in charge of a Reserve unit to sign a standard written deal with a Reservist, if the Reservist agrees, to serve up to five years on active duty (not for training). The agreed term must be at least 12 months longer than any active duty the member would otherwise owe. Agreements must be uniform and follow rules set by the Secretary of Defense or, for the Coast Guard when it is not part of the Navy, the Secretary of Homeland Security. A new agreement can be made when one ends. These agreements can’t be made during a war declared by Congress. If an agreement ends during a war or during a national emergency declared by Congress or the President after January 1, 1953, the Reservist may be kept on active duty without consent as the law allows.
