Allows money and civilian workers to move when a task, duty, or activity shifts from one Department of Defense office to another. If the Secretary of Defense says the remaining funds are available and needed, and the President agrees, those funds may be moved to the receiving office and used only for the same purposes they were originally approved for. The moved money must be posted to either an existing account at the receiver or to a new Treasury account. Civilian employees needed for the moved work can also be reassigned with the Secretary’s finding and the President’s approval. The sending office’s authorized civilian headcount is decreased by the number moved, and the receiving office’s headcount is increased by the same number.
