Boards that decide about appointment, promotion, demotion, involuntary release from active duty, discharge, or retirement of Reserve members must include at least one Reserve member, unless section 612(a)(3) applies or the board is choosing Reserves for appointment into the Regular Army, Navy, Air Force, or Marine Corps. The Secretary in charge decides how many Reserve members the board will have. Members who sit on boards for promotion, demotion, or discharge must be senior in rank to the people under review. A legal adviser on the board can be junior except when the person under review is a judge advocate or law specialist. A medical adviser can be junior except when the person under review is a medical officer.
