When a promotion board's report arrives at the military department, the Secretary must check it to see if the board broke any law, rule, or the guidance it was given. If the Secretary finds no problem, the Secretary must send the report on as required. If the Secretary finds the board acted against the law, rules, or guidance, the Secretary must return the report with a written explanation. The selection board (or a later board for the same grade and competitive category) must correct the report so it follows the law and guidance and then resubmit it.
