Explains who counts as being in a promotion zone for reserve officers. A promotion zone is a group of reserve officers on the reserve active‑status list who are in the same rank and competitive category and who meet certain rules. For most officers below colonel (Army, Air Force, Marine Corps) or below captain (Navy Reserve), the zone includes those who have not been passed over for promotion and have not been taken off a list of recommended officers. For officers at colonel or brigadier general (Army and Marine Corps) or captain or rear admiral (lower half) (Navy), it includes those who were not recommended when considered in the zone or were removed from a recommended list. The zone also can include officers who were selected from below the zone but later had their names removed, as long as they did not fail selection and they are senior to, and including, the officer the Secretary names as the junior officer in the zone. An officer is "above" the promotion zone if they are eligible for promotion, are the same rank, and are senior to the most senior officer in the zone. An officer is "below" the zone if they are eligible, are the same rank, and are junior to the most junior officer in the zone.
