Before a required promotion board meets, the military department secretary must set a promotion zone for officers in each rank and competitive group. The zone is made from officers who meet the promotion-eligibility rules and are otherwise fit for promotion. To pick how many go in the zone, the secretary must estimate three things: how many officers that group will need in the next-higher rank in each of the next five years; how many must be considered because of any maximum-in-grade rules; and how many should be placed in the zone each year for the next five years so promotion chances stay roughly equal.
