Before a promotion board meets (except for vacancy boards), the military service Secretary must set the top number of officers that board can recommend for promotion in each grade and competitive group, following rules from the Secretary of Defense. The Secretary makes that limit so the reserve active-status list has enough officers to meet the force’s needs. To pick the limit, the Secretary must look at: how many jobs need officers in that grade and group, how many will likely be needed to fill openings while promotions happen, how many officers are allowed on the reserve active-status list in that grade and group, and any legal caps on those numbers. The Secretary can allow officers who are below the usual promotion zone to be considered for promotion when needed. The rule names which lower grades are eligible for each service. If allowed, the number picked from below the zone in each category can’t be more than 10% of the board’s maximum, unless the Secretary of Defense allows up to 15%. If that 10% number is less than one, the board may still recommend one officer from below the zone. Those below-zone promotions do not raise the board’s overall limit.
