Title 10 › Subtitle Subtitle E— Reserve Components › Part III— PROMOTION AND RETENTION OF OFFICERS ON THE RESERVE ACTIVE-STATUS LIST › Chapter 1405— PROMOTIONS › § 14313
The President can undo a reserve officer’s promotion to brigadier general or rear admiral (lower half) if the officer has been in that higher rank for less than 18 months. If the promotion is undone, a brigadier general goes back to colonel in their reserve force and a rear admiral (lower half) goes back to captain in the Navy Reserve. They keep the same place on the active reserve list they would have had if they were never promoted. An adjutant general or assistant adjutant general who is undone returns to the reserve rank they held right before becoming adjutant general.
