Creates the Department of Defense Military Retirement Fund in the Treasury and makes the Secretary of the Treasury responsible for it. The fund must save money so the Department of Defense and the Coast Guard can meet retirement and survivor payment obligations using actuarial funding. "Military retirement and survivor benefit programs" means rules on retired or retainer pay; DoD survivor annuities; and the specific authorities named: chapter 73, section 4 of Public Law 92–425, section 5 of Public Law 96–402, and section 1408(h) of this title.
