The Secretary of a military department can hold a selection board to recommend removing reserve officers from the reserve active-status list when there are too many officers in a particular rank and competitive category who have at least 30 years of service (counted one way) or at least 20 years of service (counted another way). The list sent to the board must include every officer on the active-status list who falls between the most junior and the most senior officer whose names are sent, except officers already approved for voluntary retirement or who will be involuntarily retired in the current or next fiscal year. The Secretary decides how many officers the board may recommend. If recommended, the Secretary may separate those officers under the law and must write rules to run this process.
