The Secretary may issue a warrant in the name of a member who, after September 8, 1939, was officially recommended for a rank other than a commissioned grade but died before accepting it. The warrant is dated from the recommendation, the member is shown as having served in that rank from that date until death, and for promotions the Secretary must find the member was qualified when they died.
