Provide a Legal Counsel to the Chairman of the Joint Chiefs of Staff. The Secretary of Defense must use a recommending board that, when possible, follows chapter 36 rules. The Legal Counsel must handle the Chairman’s legal work and give independent legal advice without interference from anyone in the Department of Defense.
