Allows a military department secretary, under rules set by the Secretary of Defense, to give an honorary promotion — even after death — up to the rank of major general or rear admiral (upper half). The honorary rank must match the person’s contributions to the armed forces or national defense. The promotion cannot be based only on a prior recommendation before the person left the service. The secretary must get a favorable recommendation from a board of at least three independent officers (officers with no relationship to the person and no personal interest) convened for this purpose. The secretary must wait 60 days after sending a notice with a detailed explanation to the Senate and House Armed Services Committees before making the promotion. After the honorary promotion is made, the department must quickly tell the person or, if deceased, their next of kin. The promotion is only honorary. It does not change pay, retired pay, or any other U.S. benefits for the person or for anyone else who might get benefits because of that person’s service.
