The Secretary of Defense can create and run a list called the National Foreign Language Skills Registry. The list is for people who know one or more critical foreign languages, are willing to help the United States with translation or interpretation during war or a national emergency, and meet the Secretary’s eligibility and language tests. To join, a person must be a U.S. citizen or a lawful permanent resident, agree in the way the Secretary requires to provide services and to be listed, and meet any other criteria the Secretary sets. The Registry holds names and other useful details. The Secretary can keep the information private under federal privacy rules and decides which languages are “critical.” "Linguistic services" means translation or interpretation.
