The Secretary of Defense can give civilian employees working overseas and their family members benefits like those the Secretary of State gives Foreign Service members and their families. The Secretary can pick who is eligible. The Defense Department can pay travel and related costs similar to what section 901 of the Foreign Service Act of 1980 (22 U.S.C. 4081) allows, and can set up a health care program like the one under section 904 of that Act (22 U.S.C. 4084). The Secretary can work with other federal departments and agencies to help pay those travel costs and to run the health care program. "Abroad" means outside the United States and its territories and possessions.
