Summary

Educational help is given through the Department of Veterans Affairs under agreements between VA and the Secretaries of Defense and Homeland Security. Those agreements must make sure money is sent quickly from the Secretary concerned to VA so payments can be made. Many rules in title 38 (sections 503, 511, 3470, 3471, 3474, 3476, 3482(g), 3483, and 3485) and subchapters I and II of chapter 36 (except sections 3686(a), 3687, and 3692) apply to this program. The words “eligible veteran” and “person” in those rules mean a person eligible for benefits under this chapter. Payments come from the Department of Defense Education Benefits Fund under section 2006. The VA may also approve flight training beyond section 3680A(b) if the training is needed for a recognized aviation job, the student already has a private pilot certificate and meets the medical standards for a commercial pilot on the first day of training, and the school and courses meet FAA and State approving agency requirements.
