Each military department Secretary can create advisory committees and panels and hire part-time advisers needed for research and development work. Anyone who serves on those committees and also holds another paid U.S. government job cannot be paid for the committee work. Other members and part-time advisers must serve without pay unless another law allows payment. The Secretary may give these powers to the department’s Under Secretary, an Assistant Secretary, or a technical service, bureau, or office chief and one assistant to that chief.
