Summary

The Secretary of Defense must make rules so the military departments and Defense Agencies set up a system that gives the Secretary standard information about people in acquisition jobs. The system must at least collect and keep records on each person’s skills and qualifications, their assignments and how long they serve in them, any exceptions or waivers to those rules, and the relative promotion rates of military personnel in those acquisition jobs.
