The Secretary of Defense can run surveys to see how well federal programs for military families are working and whether new programs are needed. The surveys may include people on active duty or in active status, retired members, their family members, and survivors of retired members or members who died on active duty. Answering is voluntary. People who are not federal employees but take the survey will be treated as employees for purposes of section 3502(3)(A)(i) of title 44. The Secretary must do a survey in fiscal year 2010. After that, more surveys can be done, but they must occur no less often than once every three fiscal years.
