The Secretary of Defense may pay the Secretary of Homeland Security for USCIS to process naturalization applications under INA sections 328(b)(4) and 329(b)(4) (8 U.S.C. 1439(b)(4), 1440(b)(4)), using operation and maintenance funds and notwithstanding section 2215. Payments must follow INA section 286(m)–(n) (8 U.S.C. 1356), match USCIS’s actual costs, and may not exceed $7,500,000 per fiscal year.
