The Secretary of Defense can allow children and youth under age 19 who are not dependents of military members or DoD employees to use DoD child care or youth programs when space and services are available. The Secretary may only permit this when it supports three goals: helping military children fit into civilian communities, making better use of DoD facilities and resources, and creating or backing partnerships with schools and youth groups that serve military families.
