The Secretary of Defense must create a board to review the athletics programs at the United States Military Academy, the United States Naval Academy, and the United States Air Force Academy. The Secretary chooses members from college leaders, members of Congress, members of the academies’ Boards of Visitors, and other college sports experts. The three Superintendents must be on the board. The Secretary also picks a chair who is not a Superintendent. Each year the board must review all parts of the academies’ sports programs, including policies, the balance between athletics and academics, and whether athletes in all sports are treated fairly. The board must also identify ways the academies can be models for civilian colleges. Members who are not federal employees must be paid each day at the daily equivalent of the annual rate for Executive Schedule Level IV under section 5315 of title 5, including travel time. Members who are federal officers or employees receive no extra pay. All members may get travel expenses and per diem at the rates allowed under subchapter I of chapter 57 of title 5 while away from home for board duties.
