After consulting the House and Senate Armed Services Committees about policy, the Secretary of Defense can run, equip, and keep up facilities built or acquired under this chapter. He can let non-military people or groups use them under leases or contracts. Rent money must go to the Treasury and be credited to the same fund that pays the facility’s upkeep and utilities. The Secretary cannot allow any use or sale that would stop the facility from being used to manage and train the reserve forces, or, in war or a national emergency, from being used by other military units or the United States.
