At least 30 days before a promotion board meets to pick officers for the next higher grade, the Secretary of the Air Force must send a written notice. The Secretary must either tell each eligible officer in writing or send a general written notice to the Space Force. The notice must give the board date and the name and date of rank of the most junior and most senior officers in the promotion zone at that time. An eligible officer (except one excluded under section 20231(d)) may send a written message to the board that must arrive at least 10 calendar days before the board meets, and the board must consider any timely message. A Space Force colonel or brigadier general who gets the notice must tell the Secretary whether they prefer to serve on or off sustained duty if promoted to brigadier general or major general.
