Allows the Secretary of each military department, under rules the President sets, to create and ROTC units at colleges that grant bachelor’s degrees and at military schools that don’t, when the school asks. The program trains students for commissioned service in the Army, Navy, Air Force, Marine Corps, or Space Force. A unit must have its senior officer given the rank of professor, the school must follow its agreement and teach the military’s required four‑year course or two‑year advanced course (or both). Student membership can be voluntary or required under state law or school rules. The President must make sure each State has at least one unit if a school requests it, the Governor approves, and the Secretary finds at least 40 students and other conditions are met.
