Students can join ROTC if their school has a unit, or, if eligible, join a unit at another school. Foreign students may enroll only if the Secretary of the military department approves them under criteria the Secretary of State approves. Students in medicine, dentistry, pharmacy, veterinary, or allied-health may take 90 hours a year for four academic years. Reserve commissioned officers in those fields may join under conditions the military department Secretary sets, and schools with a unit must give priority to students eligible for advanced training under section 2104.
