Allows the military department secretary to give schools and the officers responsible for them the gear and services needed for the program. That includes supplies, transportation (even aircraft), weapons and ammunition, textbooks and training materials, and uniforms or a clothing allowance. The secretary can hire civilian flight schools to provide flight training and orientation. The secretary can move members and applicants to and from military sites for exams or observation visits and provide food, housing, and medical care (including hospital care) while they are there or traveling. The secretary can let them fly in military aircraft or go on naval indoctrination cruises and can approve spending needed to run the program properly. Requires institutions that receive issued property to give a bond or other protection for its care, except for uniforms and expendable supplies. That bond must be at least $5,000. The secretary may accept a bond without surety if the institution shows it is financially responsible.
